2)Lafrancis Phifer with The CALL in Pulaski County, the model of The CALL was developed, in partnership with the Arkansas DHS Division of Children and Family Services to educate, equip, and encourage the Christian community to provide a future and a hope to the children in foster care in Arkansas.
